An unconfirmed explanation for this is LEGO recently moved its main distribution centre from the UK to Dunkirk in France. They kindly let anyone who could speak French keep their jobs if they would move over to France, an offer that most employees accepted. It only came to light that for most employees the standard of spoken French was equivalent to an eleven year old. This has caused a large amount of problems in LEGO, and has effectively grounded all the cases of SW LEGO that were waiting to go out to European toy shops. It also explains why there were so few Harry Potter sets available after the first rush of interest.
