This X-Wing Fighter bag tag was first found on a Russian LEGO distributor website, and since the other bag tags were found at the beginning of this year this one has likely been available for a few months. Searching for more details brought up the novelmex site which provided a bit more information.

The bag tag is modeled after the 75032 X-Wing Fighter complete with Theron Nett minifigure that came out in 2014. Italian Luma is a design company based in Crescentino, Italy and are the ones responsible for the creation of these Microfighter bag tags. They have a range of other products as well that they have developed for the LEGO Star Wars theme which they advertise in their catalog.
